Researchers/Universities in Pakistan

"The Higher Education Commission (HEC) has launched ebrary to provide 40,000 online books in addition to 23,000 journals that have been made available through the Digital Library Programme. The e-books support programme will allow researchers to

It really does'nt matter whether they are 40,000 or 400,000,when they are not available for post graduate trainees who are working in institutes which are currently not listed with the HEC for any reason,for individuals who are studying and need the refrences ,they stand nowhere,with no access to the research literature,the HEC should do something for the individual post graduate trainee who really need the access.

Regarding the access, I am not a member of HEC, but from what I know about the access to 40,000 books and 23,000 journals is that they are available on an institutional basis. All Public sector universities are automatically eligible; private sector universities including research and development organizations are eligible to apply. After approval, the journals and books can be accessed by all members within the institution.

The eligibility criteria is as follows:

Eligibility for access to the information resources is exclusively for the following institutes recognized by the Higher Education Commission that operate with a not-for-profit remit:

* Public and private sector degree-awarding universities and institutes (departments and libraries) on the HEC list of recognized institutions
* Constituent institutes of the HEC recognized universities.
* Non-profit research institutes. ( Primary Activity should be Education and Research)
* Higher education colleges.
* Teaching hospitals.
* Indigenous non-governmental organizations (NGO's) and Civil Society Organizations (CSO's); any other eligible organization authorized by the HEC.

The following institutions will NOT be considered eligible for access to the Digital Library:

* Universities or institutes not recognized by the HEC;
* Military or military affiliated institutions (except those recognized as degree awarding by the HEC);
* Atomic and/or nuclear research and development institutes.

All institutions must agree to the Terms and Conditions for access to the resources available through the library.

Good Wishes.

I have gone to the website, but the procedure seems to be quite cumbersome.
Thanks any way.

All the students who wants to research have an easy access to this website. this is not good for those students who are not belonging to the institutes which are registered with HEC. so I request that all students have easy access. On the whole this is a good effort by the HEC. Thank you
